Most current combined OCs contain about 35 mcg of estrogen, but some have up to 50 mcg. Many years ago combined OCs contained as much as 80 or 100 mcg, but these are no longer available in he US due to the health problems caused by such a high dose. So even if you doubled up on the current pill, the potency would probably still be less than what millions of women were taking 25 years ago. AND we know that even with such a high dose of estrogen, the Pill did fail in some cases and a few of those women did get pregnant. So, I guess the bottom line is that no method is 100% effective -- even when doubling up. Maybe this is God's way of telling you that you've done a great job with the four kids you have and He wants you to raise another. Best of luck.
